Stark is trying to find the missing Actioneer Alkland for his friend Zenda. The Actioneers believe he was kidnapped and taken into Red, a very dodgy neighbourhood near the Action Center.

Stark goes to see his contact in Red, a ganglord named Ji, and finds that the Actioneer, has been nowhere near Red. But when Ji's brother turns up, they find that someone has been looking for information recently about how to break into the ultra-shutdown neighbourhood Stable.

Of course Stark breaks into Stable, a neighbourhood where everyone except the authorities believes the outside world is a nuclear wasteland. He quickly finds Alkland and while they are escaping together he finds out that Alkland wasn't kidnapped, he got himself into Stable.

When they return to colour neighbourhood, Zenda is waiting for them in Stark's apartment. Stark has by now realised that there is something else he has to do on this assignment. He has to go to Jeamland.

Jeamland is a place like being in a dream, but it's not a dream. It's sort of real, but you can fall awake, and sometimes there are things that latch onto people and slowly kill them, they are people's nightmares. Alkland has one of these, and Stark is the only one who can get rid of it. So they go to Jeamland together.

To get to Jeamland, they need someone to be over the ocean in a plane, looking down at the waves and seeing that they don't really look like waves at all. While in Jeamland, Stark has an accident, he falls awake.

This is when he realises that there is a bigger problem. His old enemy Rafe is back in Jeamland. The only one who can do what Stark does there, but he makes the problems, not solves them.

Years earlier, he and Rafe had lived in a different time, and one day they had discovered Jeamland. They had gone into Jeamland, but Rafe felt there was something more. The pushed through into the city. When they tried to come back, they found they were stuck, and gradually realised that the city was a long way into the future of their own time. Eventually Stark had tracked down Rafe and with Ji's help, had killed him. But somehow he is back, and they have to fight him again.

Ji and Stark take Alkland to Cat Neighbourhood, where only cats live, and no one who doesn't like cats can get in. It is there that Alkland dies, while Ji and Stark go to fight Rafe one last time. Ji doesn't make it, but Stark defeats Rafe, knowing that this Rafe isn't the same one, this one is his own nightmare come to life in Jeamland.
